Policy on Lowering the United States and Syracuse University Flags

Policy Statement

The Department of Public Safety is responsible for raising and lowering the United States and Syracuse University flags displayed on the Quad in front of Hendricks Chapel.

Federal law stipulates when the United States flag must be displayed at half-mast, including:

  • Public Law 829, 77th Congress – The United States flag will be displayed at half-staff on Memorial Day until noon.
  • Federal Proclamation 3044 – The United States flag will be displayed at half-staff upon the death of certain officials and former officials as determined by Presidential or other federal proclamation for a period of time defined by those proclamations.

Federal law also stipulates that no other flag can fly at full-staff when the United States flag is at half-staff. Therefore, the Syracuse University flag will always be at half-staff at such times as the United States flag is at half-staff.

Requests to lower the Syracuse University flag as a memorial to individuals affiliated with the University must be directed to Public Safety. For such memorials the United States flag will remain at full-mast, unless federal law is also applicable.
