Policy Statement
In administrative departments that are not part of an RCM responsibility center, vacancy credit monies resulting from unfilled positions are not automatically available for expenditure. However, each member of the Chancellor’s cabinet has the authority to move vacancy credit funds, via non-base budget transfer, from the department that generated the vacancy credit into the cabinet officer’s department. The department head may then direct a request to the cabinet officer for one-time use of the vacancy credit or a portion thereof. (This policy does not apply to auxiliaries and auxiliary-like operations including academic responsibility centers where expense allocations are determined by the unit’s revenues and within which the units are allowed to transfer budget between salary and operating categories. Nor does it extend to red-circled accounts of E&G departments where special budgeting rules apply.)
